Objective and Components of the PMETyC (the Modernization of Technical Education and Training Project)
The Modernization of Technical Education and Training Project was born in September 1993, initiated by the Secretaries of Public Education, Labour and Social Welfare. The aim of this program is to improve the quality of technical education and training in Mexico in order to satisfy the needs of the productive sector in a flexible manner.
PMETYC has five components:

Standardization system of employment skills.

Certification system of employment skills.

Transformation of the Training and Empowerment opportunities.

Stimulating the demand of Training and Certification.
-
Information, evaluation and studies.
The presentation showed the relationships between the different processes fundamental to the Education Based on Skills standards (EBNC) and made a description of the National Council on Standardization and Certification of Employment Skills CONOCER, tripartite organization constituted by a Public Trust and financially supported by the federal government.
Half-Way Point Evaluation
The conceptual framework of the evaluation is based on the premises of a participative and interactive approach, a multi-faceted methodology and a spirit of eclecticism.
The aim of the evaluation is to determine to what extent the goals have been met, to help distinguishing the virtues and failures of the program and to provide the necessary knowledge and an evaluating basis to guide future decisions.
Within the evaluation framework several interventions and qualitative and quantitative techniques have been developed, the following is a selection:
